I would like multiple users (Active directory) to login and use the same VM file and .pvs file. I Already copied the VM file (.hdd file) into a Parallels folder I created in the "Shared" folder and set the permissions. No problem there...

However, if I login as a new user on the Mac and run Parrallels the configuration settings are back to basic and not the configuration settings I originally setup. I am not sure of the path or where to place the winxp.pvs file so that everyone can use the same configuration settings.
Where would I place the .pvs file that stores all of the settings for all users?

    Thanks in advance

Place the .pvs file in the same folder as the .hdd file. Then, double click on the .pvs file to launch Parallels and change the configuration to point to the .hdd file. (It will still point to the old location until you do this.)

Once you've done that, you can simply tell everyone to launch Parallels by double clicking on the .pvs file.
