The SSL certificate for registration.parallels.com has expired, making it impossible for me to activate my copy of Parallels 13 on my mac. I am running the latest updated version of OSX High Sierra.
I had the same problem, thought the problem was the expired ssl cert, but this article fixed my issue: https://kb.parallels.com/124073
