Shift key and : not working in command line

All of a sudden I'm having an issue where I have to use CAPSLOCK to enter any capitalization in the command line and I can't type a ":" at all, not even using the onscreen keyboard feature. This is rendering my command line useless and o can not figure out what to do. Any suggestions or is anyone else having the same issue?
