Static IP Port Forwarding to Win8.1

    Configuration: Parallels 10, Win 8.1 VM using Bootcamp, Yosemite, 2012 rMBP
    I'm struggling with forwarding a static router IP port to a Win 8.1 BootCamp partition using Parallels.
    I am trying to build a license server that runs under Win 8.1 and can serve a license to Win 8.1 Parallels MBP clients over the public Internet (i.e. through a forwarded port on my router). I setup a DDNS and am able to serve the license to Parallels clients if I boot the serving MBP using only the Bootcamp partition (no Parallels) where the static IP addresses are assigned to Win 8.1. When I boot the Win 8.1 BootCamp partition with Parallels, the static IP assignments under BootCamp are erased. That by itself is okay provided I can find some other way to have the licenses served from Win 8.1 through Parallels. Otherwise, what is the point using Parallels? (I'm currently using an evaluation license to decide if I should go this route)

    I've tried multiple things including installing Yosemite Server (which interestingly also installed port forwarding options under Parallels Preferences!!!). I am able to get the license server working under Parallels using shared or bridged networking, but if the MBP is powered down or network connections go on/off, the IP address to Win8.1 changes since its not static to the router. Hence, the license server fails (defeats the purpose behind a DDNS).

    Summarily, everything is working if only I can get the forwarded ports to behave just as they do booting the Win 8.1 partition directly. I've been working this problem for two solid days and am up against a wall--and my evaluation period is rapidly expiring.

    Any ideas??
