The old activation key has not been accepted by the license server.

I'm using desktop 18, and I have desktop 17 standard license and a standard upgrade license from 17 to 18. When I try to migrate my license to another mac (also use desktop 18), it don't work and show "The old activation key has not been accepted by the license server.". Then I log out from my old macbook to see if it because of reuse problem, but now I can't activate on both my old and new mac, both complain "The old activation key has not been accepted by the license server."

Never mind, I upgrade to version 20, now it works.
