Upgraded to 3.0- error message

    I just upgraded to 3.0 and received the following message when I tried to start

    Windows could not start because the following file is missing or corrupt:
    <Windows root>\system32\hal.dll.
    Please re-install or copy the above file

    I know nothing about Windows. Whast does this mean? How do I fix it?
