I was able to install the preview version of Microsoft Windows 10 ARM64 on my MacPro M1 as a virtual machine within Parallels® 16 for M1 technical preview 2. I am having difficulty installing an application. The installation cycle complete's itself, but when I launch the program it immediately returns that it can't write the INI File and terminates. I have given Parallels® full access to the disc drive via Apple system preferences / security & privacy, but this does not solve the problem.

Is it the case of Windows permissions where you are trying to install software on a networked drive?

No, nothing special. Only to the virtual machine's local C drive.
