Virtual RAS over Local Machines

Hi,
I'm new to RAS and wanted to ask about the basic concept:
* Is there a way to install a virtual commonly used machine ?
* In the way that team members in different remote countries are working on the same VM, but use their local machines hardware for rendering services ?
* Also looking that this, lets say Cloud-VM, would be a closed environment, from which access to data on the Cloud-VM be restricted etc.
