Windows 11 VM in Shared/Parallels Folder

Hey guys, I tried to install my Windows 11 VM in the Shared/Parallels Folder so that me and my wife can access the VM. But when I install it in the Shared/Parallels Folder, it install Windows 11 but afterwards the window stays black. When I install it on the User Account Parallels Folder, I can normally access and use the VM. So is there a way to user the VM with two Mac Accounts, because I read some articles that it's possible.
