I'd like to try out Windows 7 under Parallels when the new RC comes out in the next couple of days. Unfortunately I do not have a DVD writer to create the install disk. Is there any other way I could install it directly like on a thumb drive or from the iso file itself or am I just out of luck?

You can use the ISO file that you downloaded directly as input source for your installation in Parallels (at least with Parallels 4, don't know exactly how that is in Parallels 3 but I'm quite sure that you can do that in P3 also).
