Windows 7 Starter Edition - Parallels Tools asks to reboot at 69% installed

    Hello,

    Just installed Parallels Desktop for Mac to host a 32-bit PC virtual (virtualized an Atom-based HP netbook).
    Virtualization ran fine (using Parallels Transporter with the netbook wired, and the Macbook wireless). Virtual PC appears to run fine (at least Quickbooks 2012 comes up and runs - which is why I'm doing this in the first place).
    Installing the Parallels Tools fails every time, popping up a window which forces a reboot of the VM. I've spent several hours with the Knowledge Base, trying manual installs, extracting a new ISO image, going into the Windows registry and deleting Parallels Tools keys, but nothing works - and there's no error message / error log to give me a clue as to where to go next - hence this post.

    The netbook is running Windows 7 Starter edition with all current updates (it's a 32-bit OS version). Mac is a Macbook Pro running OS X El Capitan 10.11.2. Parallels Desktop is 11.1.2 (32408) trial mode.

    Without input from others, I was considering snapshotting the W7 virtual, then doing a W10 upgrade ... but with all the traffic on W10 upgrade woes, I'm having second thoughts.
