Windows 8.1 System Builder and VMs

I have Parallels 9 and am trying to create a VM using a Windows 8.1 System Builder (OEM) DVD.

When I start the process to create the VM, Parallels asks for the Windows 8.1 Key, which I enter with out any problems. Windows starts the installation process and again I am asked to enter the key. After entering the key I get an error saying there is a problem with the key.

My searching didn't find a reason for this not to work.

Does Parallels 9 allow for the use of a System Builder installer? Does Microsoft restrict the use of System Builder installers with VMs?
