Windows does not shut down entirely - USB Devices don't reconnect

    Hello, i have an issue with USB devices not being reconnected to the VM automatically after a reboot of the Host.

    My configuration looks like this:
    - M1 Mac with Ventura running Parallels 18 and Windows 11
    - USB-C Ethernet and USB Hubs connected to the Mac which i need to pass to the Windows VM
    - USB Devices are detected and i have them assigned to Windows manually in the VM Options (however this seems to have no effect)

    What i need the Mac/Parallels to do:
    1) Autostart Windows VM when the Mac starts up - works
    2) Shut down windows entirely when i shut down the Mac - doesn't work, it always suspends
    3) Connect USB Devices automatically - doesn't work, i assume it may have to do with Windows not shutting down but hibernating which disconnects USB Devices somehow

    Now i have tried every possible startup setting in the Parallels options but none seems to work, Windows always resumes after a reboot and the USB Devices despite being assigned to the VM manually are not automatically reconnected.
    I also found this https://download.parallels.com/desktop/v10/docs/en_US/Parallels Desktop User's Guide/36995.htm but cannot find this option in the menu, i assume it has been removed.
