Windows lock ups at format when installing.

I had major problems with a user's Windows account so after many hours of fighting with it I blew it away.
I tried to go through the automated installation but it locked up when trying to format the hard drive.
I ran Disk Utilities and Repair Permissions. It found a lot of problems. I ran it again and it said everything was fine.
I tried to install Windows XP again and I had the same problem.
I BLEW AWAY PARALLELS and reinstalled it and I still have the same problem with Windows.
