Windows will not pop to the front or top on a mouse click in Parallels Desktop 10

In coherence mode, under Windows 8, windows will not pop to the front on a mouse client in the new PD10, especially with overlapping windows with Windows applications. But it does work fine between Windows and Mac windows.

I was experiencing this under PD9, it was fixed for a while, but it came back with the last PD9 release, and was hoping PD10 would fix it. This has been a continues and most frustrating bug that has been around since PD7.
