can't activate version 11

Got a older 2009 Mac out that I haven't used in a long time and decided to use it again. I have 4 licenses for different versions of parallels the last being 11. I installed a new Mac OS version (High Sierra) and reinstalled my parallels 11 (from download) but it won't activate. I can login...
