system extension recovery mode

Trying to instal OSXFUSE that requires a System Extension be installed. On Monterey Guest/Host It wants to reboot in recovery mode probably so I can allow it. It doesn't reboot the way the OS expected. The VM just starts up normally. Tried terminal command to both boot into recovery, and to...
