As far as I can tell, this isn't possible on Parallels Desktop for Mac:
It would be really great to be able to access files on virtual disks from the host OS *without* having the guest OS running. For example, being able to mount a windows virtual disk and read and write files from OS X, even if the Windows VM isn't running.
