Access services running from specific ports on Mac from Windows 10 guest

Hi All,
Running Visual Studio on windows 10 guest under Parallels Desktop 15 Pro Edition - 15.1.4 (47270) using shared networking.
I'm running a postgresql db on the mac host and pgadmin gui for it on their default ports (63405 and 5432 respectively).
I can access both on the mac, but can't get to either from the windows vm.
Solarwinds port monitor says both ports are open for TCP and telnet doesn't refuse the connection, but never returns, but my app won't connect to the DB and chrome won't connect to the admin GUI. So for example, http://10.211.55.2:63405/browser/ in chrome just sits there, but runs fine on the mac.
Windows firewall is running, but still no joy even when I turn it off, so don't think that is the cause.
Anyone faced an issue like this before and found a solution?
