Activation in a no-Internet environment

Apologies if this has been asked and answered somewhere; I spent a few minutes searching and wasn't able to find any information.

How does one install Parallels in an environment where no Internet access is available? I have a consulting project in which my client has several Macs in an environment where Internet access is an impossibility. They've got an application where we might deploy Parallels, but it's unclear to me how product activation works. If the activation works without "phoning home" somehow and simply ensures that the same serial number isn't active on the network more than once, everything should work perfectly. If product activation requires Internet access, is there an alternative process to be used when Internet access is unavailable?

Are you talking about Windows activation or Parallels activation?

- For Windows there are alternatives, the most adequate to your situation is via phone, migh t be a bit tedious as you have to key in a series of numbers but that's the alternative.

- For Parallels, I'm not completely sure but internet access is only required for registering, not activation.

I was speaking of Parallels. Windows activation is another headache entirely in this high-security environment. The opaque nature of the telephone challenge-response system for Windows is a problem for this client; we finally agreed that telephone activation could be done but only before data and applications are loaded onto the machine. If activation ever gets screwed up on a machine that's in active use, we'll have to start over with a fresh installation.
