All Windows 10 VMs give APIPA address to USB Network Dongles

All of my Windows 10 VMs are suddenly giving APIPA addresses to all of my USB network dongle regardless of if it is static or dynamic. I've tried all the usual and severe network stack resets and troubleshooting in W10.
