Bug with Modified Function Keys on MacBook?

Has anybody else noticed that on a MacBook (Pro) modified function keys are only recognized if the "fn" key is the LAST modifier key pressed.

i.e. In order to send Shift-Ctrl-F2 ("Last Position" in Visual Studio) you have to press the keys in the following order: Shift, Ctrl, "fn", F2. Pressing the "fn" key *before* any of the other modifiers (Shift/Ctrl) causes it not to be recognized as a function key (and it will instead increase the brightness one notch).

Of course it works just fine if "Use F1-F12 to control software features" is checked, but it should work correctly BOTH ways, no?
