Cannot generate a QR code for "Your Phone" either via QR code or manually

Would love to get notifications mirrored for my Samsung s21 phone. I have tried a few times to pair the phone using this method but it never works. Just keeps spinning forever.

Running 12.2.1 on MBP 16 M1 Max and Windows Arm 11.

Ideas?
