Cannot Install Mojave

When I try to install OS X 10.14 Mojave Beta in Parallels as a Guest OS, it stops with the message: "Installing macOS Mojave on this Mac requires that all graphics cards have Metal support and that FileVault is disabled."
Mojave in Parallels.jpeg This happens both via upgrading High Sierra and with a new install.
Others seem to have succeeded - can you suggest how I can circumvent this message?
Parallels version is 13.3.2 (43368)
Mojave Beta version is 14.0.14 (is this Beta 2?) downloaded 18 July
Computer is Mac Pro Early 2009, originally MacPro4.1, now MacPro5.1
HDD for system, apps, library is Kingston 240 GB SSD with APFS
HDD for data is Seagate 2TB with HFS
Graphics card is AMD Radeon RX 560 with Metal support
Filevault is Disabled.

Since I was told in answer to one of my queries (Photoshop limitations in Parallels) that Parallels doesn't use / access the actual graphics card of the Mac but uses a simulated GFX, I cannot understand this message and assume it's a bug in Parallels.
