Cannot mount external USB Drive

Parallels 16.1, MacOS Mojave. I looked at Troubleshooting USB Devices in Parallels Desktop for Mac
On one of my VMs of Windows 10 Build 21332, there is no USB icon in the tool bar, nor is there an External Devices option in the Devices Menu. My external disk mounts on my mac, but the "Where do you want to install this" popup never never appears.
How do I fix this?

There is no USB entry in Device Manager also!

Hi James, please follow these steps and check:
1) Open VM configuration, refer to https://kb.parallels.com/117287
2) Go to Hardware tab > Click on + sign
3) Add USB
4) Launch VM and check. Thanks, Abhishek.
