Cannot see allow prompt in security on 12.7 Monterey

Hello support MAc OS Monterey 12.7 installing Parallel 19 (had same issue with 17) cannot find the allow parallel in the security settings after unlocking the padlock.

This was working previously on 17 but stopped when I upgraded to 17.something so I figured I would upgrade to 19 but same issue.
My windows is on bootcamp partition (it it makes any difference ) .
