I've used Parallels in the past and never had issues with UDP tunneling, but now at a new install at a new company, I can't seem to get it working. My setup is as follows:
    - Server Version - 18.2.22866, Client 18.3.22893
    - Firewall Ports Open (both Azure and Windows) - 443 TCP, 443 UDP, 80 UDP
    - Policy - Network Level Authentication Enabled (as required for UDP by Parallels KB article).
    - Gateway - Network - UDP Tunneling Enabled
    - Servers added via. IP address per known issue here.
If I manually RDP directly to one of the session hosts from a Win10 client, UDP works (RDP connection info shows connection excellent and UDP enabled).
    Can't quite figure it out.
Any thoughts? Should I be creating a support case?

This seemed to start working after a server reboot, though we're seeing the same issues as others have seen where TCP vs. UDP is inconsistent. Only approx half of users get TCP vs. UDP. We tried that known KB fix (adding servers via. ip address vs. hostname).
