Cannot start existing VM or install new one

Suddenly neither old Windows VM nor a freshly made new one won't start on PD 17, Ventura 13.3. No errors, just start begins and then breaks. Please advise what to do. Thank you. Technical report No.: 421721455

Thank you for the provided data.
Indeed, it appears that the case requires deeper investigation, so we escalated it to the Development Team.
1. Make sure the virtual machine is not running.
2. Open its configuration as per https://kb.parallels.com/117287 > Hardware > Boot Order > Advanced Settings.
3. Paste the following system flag:
video.metal=0
4. Check if the issue still persists.
