Cant connect 1.6MB floppy dick image

I trying to install Windows 95, and i have 14 floppy images, 12 of them are in Distribution Media Format.
Wan i try to connect it, I getting error:
Unable to connect Floppy Disk 1.
A file or device required for the operation of Folly Disk 1 does not exist or is used by another process, or you have no permission to access it. The virtual machine will continue running, but the device will be disconnected.

Floppy Disk Image exist, was not being used by another process, and i have permission to access it.
Any ideas how to fix this problem?
