With my specific issue of not having the Control Panel show, and Windows Activation, this hotfix solved my problem!

Vista, CP will not populate

Updated to 4.0 build 3810 and Vista will no longer populate the Control Panel. Booted into Vista and applied all available updates but nojoy.

we understand the source of this issue,

People that upgrade their images using build 4.0.3540.
are not affected by the issue.

Currently we're working on the hotfix that will
resolve the issue for those who updated their
image using previous builds.

Please, wait for the hotfix utility - it should
be available shortly.
