Change keyboard Layout in NetBoot or USB boot

Hi,
I can't change default keyboard layout after boot from USB or Network on Some old Mac devices.
Default keyboard is Russian and I can't change it.
Parallels Mac Management 8.1.1.15 and USB boot created from Mac OS 10.15.3.
No choice from the top menu. No changes with "command+space" or "Option+space".
How can I change the keyboard layout?

Please, try following workaround: Copy the /Library/Preferences/com.apple.HIToolbox.plist from your Mac to the USB Boot drive. Next time you boot you should be able to switch input source using your usual key-binding.
 
Hi, I had this kind of problem also and, unfurtunatelly, the disision wasn't find yet. The biggest trouble is that I cant view foreign sites. May be there are any other varients of the desision of the problem?
