Clipboard History: Allow shorter retention

Typically, the times that I need my clipboard history, it's to retrieve something I copied in the last few minutes. Since application passwords have a habit of creeping into the history, it'd be nice if I could set my clipboard history retention to something like 15 minutes (rather than having to delete things from it). Anything that has a life beyond a few minutes would go into a snippets app.

not really 15 minutes, but we've added 1 hour and 1 day options in 4.1 update!
