CPU utilization with little guest utilization.

I notice when I run b3120, that the host OS (MBP, core2duo 2.16Ghz) has the parallels task running constantly at about 20-50% of the system CPU, on both cores. When I look at the XP task manager, it is always at nearly no CPU utilization. Is this normal?
 
I've had the same thing for the latest beta's.
Beta 2 used to consume around 15-20% constantly for me, the later releases have increased that to 50-60%

(MBP, CoreDuo, 2GHz)
