Create VM from Partition on external HD?

I am trying to help my dad get his old computer (windows xp SP2) onto his mac. Problem is all i have is the windows partition that i copied to an external HD... I did an actual partition copy, not a file copy.. so can i somehow transfer this partition into a vm?
