Deactivate old computer when HD is crashed

I have a new computer when my old one crashed. Now i can not install mij Parallels and instal it on my new computer!
Why is there not a possibility in my account to delete a computer and instal a new one!

Why is it not possible to deactivate my old computer in My Parallels? In that place i can see my 2 serial nummers , why nog activate/deactivate the computer from that place?

The deactivation works OK for newest version, from time to time we meet issues with oldest version deactivation.
