Default Printer Issues

On the first print job from the desktop even though the correct default printer is shown, Microsoft Print to PDF is always selected. Once they pick the correct printer then it remembers it. Any suggestions on how to make the Microsoft Print to PDF not be automatically be selected the first print job? Server 2019
