Does x-fer agent remove the Win10 OS from the PC

Been a long time since using MacOS and Parallels. Thus, my question. Also, after the x-fer of Win 10 onto the MacOS VM and Win10 is left intact on the source PC is a Windows 10 activation required and any licensing issues using the same OS on two different computers?
