Enabling FileVault broke a VM

Hello,

I create VM's to test out installations and setups. a VM I was using to test a deployment has broken after I enabled FileVault on it. It's running the latest 10.14 OS, as is the VM server itself. This doesn't feel like it's working as intended. Any suggestions?

Happy to entertain the idea that I've done something wrong, so eagerly awaiting suggestions

Also how does it work with disabled FileVault?
