Error in launching the trial version without Internet

Hi!
Found a strange bug in all versions after 18.0.3, the program can not start if there is no internet connection, when starting just hangs the window "Starting ..." and all, waiting for both 20 and 30 minutes, the window just hangs and does not go anywhere.
For me, the last working version 18.0.3, all versions of the trial from the official site.
There is another thing, in version 18.0.3, the window "Starting..." hangs for about 3-5 minutes if there is no virtual machine and no Internet, after 3-5 minutes a new window appears allowing me to create a virtual machine. If there is at least one virtual machine, the program starts instantly.
But in all other versions after this, nothing works, the program starts only if there is internet. Again, in all cases, these are trial versions of programs, so it's not about the license.
My machine is MacBook Pro (16-inch, 2021), macOS Monterey 12.6.3 (21G419)
