For some reason, I am now unable to click into and edit the Conditional Formatting formula.

I can open the conditional formatting rules. I can select the rule to edit, but unable to edit the formula assigned to the rule. The cursor remains at the end of the formula. You can't even use the cursor arrow keys to move the cursor as that causes a new formula to be generated, which has annoyed me in Excel for years since before my Mac days.

The only solution I have found is to close Excel and shut down windows then restart. This works for a short time and then it happens again
