External USB not detected

Parallels 9, OSX 10.9.3, and Win 8.1.

The external USB hub has an on/off button. The USB hubs are only recognized when the USB port is turned on first and then Parallels is opened second. If the USB hub is off and then turned on, or if a USB stick is inserted into a port after Parallels is on then the USB stick is not recognized.

The next step is to close parallels, insert a USB stick, and start again.

The external USB hub works ok with the mac programs.

Is there a remedy?

2. Please preform the steps suggested at http://bit.ly/1kCC1lU to Set a Particular External Device to Always Be Used With Mac OS X or Windows Virtual Machine.
