Files can not be opened

I open a normal program on Windows 7 (Parallels Desktop 11).

Error:
These files can not be opened
Because your Internet security settings, one or more files to be opened

Result: Menu Start is empty and can not start any program.

The error occurs for a long time and is very irritating.
I transferred the Windows 7 installation on the iMac to a MacBook, but the problem continues to occur.

Actions:
- Different scans malware/virus etc.;
- Re-install Parallels Tools;
- Disable shares;
- Try other system;

In short, I can still nothing ...
