Force Opening of USB Device to one OS

Is there a way to force Parallels to open a USB device (in this case an iPhone) to the Windows operating systems vs. the MAC side. (I need this to run in Windows for Outlook support).

I know I can set it to ask what system to attach to but when I disconnect via the Parallels Device menu and the phone is still attached it immediately open MAC Itunes and starts to attempt to sync.
