Forcing connection of USB device to a certain VM

I have different Windows VMs under Parallels (16.0.1). How can I dedicate a USB device to a certain VM ? Or is it connected to all?
 
I haven't yet found out the pattern when it does and when it does not. Sometimes the freshly plugged in USB device
seem to be automatically connected to the Windows VM that had it most recently open. In other case the usual "what to do" dialog appears.

Did the changing settings help you or not?
As I understand the issue is still actual, right?
