FORUM ORGANIZATION - TOOL PREFIX - short description of feature

to aid with finding dupes before posting, it'd be nice to either:
a) have forum feature that tags post with the tool name
OR
b) members sticky post asking them to normalize titles of posts to something like:
TOOL NAME - short feature description
i.e. VIDEO CONVERTER - option to delete original after completion
