Full screen task bar

Even in full screen, when I maximize an application, the application covers the task bar. This is new. I do have it set up so that the task bar isn't visible in Crystal mode. Is that what caused this problem?
 
This is a follow up. I still don't see my task bar in full screen Windows XP under Parallels when I run an application in full screen.
