Getting back from fullscreen to window mode: why can't window size be the previous?

It looks ridiculous, I move from window mode (1024x768) to fullscreen .. I then get back to window mode (btw, it seems that using the same key combination to get to fullscreen does not take back to window mode as described by the documentation) and window size is set to the host OS size (1660x1050), not the previous window size (1024x768). Why is this occuring?

Looks like incorrectly installed or corrupted Parallels Tools, due to Windows corruption, virus, antivirus etc
Try to reinstall Parallels Tools
 
Well, this looks weird. The OS I'm talking about is a plain, fleshly installed instance of windows 2003.
