How can I install .NetFramework 3.5 on parallels with Mac M1

I cant find any way to install .Netframework, because every video on youtube suggested that i need to create a flash drive USB but i dont really know how to do it on parallels. Please help because my school program need .Netframwork and can not install on MacOS
