How can I scale cpu frequency in Ubuntu 14.04 running on Parallels Desktop?

    I have an Ubuntu 14.04 running on Parallels Desktop 10. I'd like to lower its cpu frequency to 667Mhz to emulate a slow device. What's the best way to do so?
    I have tried the following with no luck:
    1) Parallels Desktop has no option to change the cpu frequency.
    2) I installed indicator-cpufreq but it does not load in the top menu.
    3) I installed cpufrequtils (read here: http://blog.tube42.se/?p=1225) but cpupower commands do not work
    4) I checked only to find out that /sys/devices/system/cpu/cpu*/cpufreq does not exist, which is needed by cpupower command.
    5) I disabled intel_pstate which I guessed it might be causing this problem, but it did not fix it (instructions to enable it is here: http://www.webupd8.org/2014/04/prevent-your-laptop-from-overheating.html )

    Now I am hopeless and can't find what's wrong and why /cpufreq directory is missing. My best guess is that it has something to do with Parallels Desktop, because it seems like other linux users have /cpufreq in place.

    Any idea what might be wrong and whether there is a solution to fix this? I appreciate a response.
