Increase space for Windows VM doesn't work

I wanted to increase the size of the hard disk image for my Windows VM on OS X, and so I used to Parallels Image Tool to do it. It seemed to work successfully, however when I looked at My Computer in Windows afterward, it had the 9 new Gigs listed, but just under total size, not free space.

How can I get Windows to recognize (or Parallels to allocate) this new space as free?

This was a sticky for the longest time. I donno why they took it away....

It seems that the questions come back as soon as they un-stickyed it. Parallels: Plese re-sticky this thread or put it's content into the user's guide.
